Neither of these courses would be instrumental in leading you to careers or jobs directly, especially when pursued through distance education and without the background of relevant work experience. It would make much more sense for you to pursue the rural development programme along with or after working with a rural development organization. Public administration leads to careers in the government or public service for which recruitment takes place usually through a competitive written examination not necessarily requiring knowledge of public administration.
