NCPCR Short Film Competition

The National Commission for Protection of Child Rights (NCPCR) invites short films for its Short Film Competition which aims at recognizing the creative efforts towards promotion and protection of Child Rights. The film may be in prescribed format given below. These may be in any Indian language with sub-titles in English or in English.

Prizes: The following prizes will be awarded for the Competition category

* First prize : Rs. 1,00,000 /-

* Second prize : Rs. 75,000/-

* Third prize : Rs. 50,000/-

i) Who can compete: Any Indian citizen of above 18 years of age can compete. The applicant should attach his/her identity, such as, Aadhar Card, Voter Identity Card, PAN Card, Driving License or any other valid proof of identity issued by a Government authority and a brief about his professional work/experience in not more than 200 words.

ii) Entry Fee: There is no entry fee.

iii) Theme of the film: Child Rights issues*. Each entry should accompany brief theme and synopsis of the film in writing.

iv) Language of the film: Any Indian language with sub-titles in English or in Hindi.

v) Duration of the film: Duration of the short film should not be less than 5 minutes and more than 10 minutes.

vi) Film type*: animation or non-animation.

vii) Film format*: MP-4 or AVI format.

viii) Date of shooting: The film should not have been shot before 01/01/2015.

ix) Title & Credits: Each film should depict its title and credits, including the names of the producer, writer and director

x) Jury: A Jury, constituted by NCPCR, will select the winners.

xi) Distribution of Award: The onus will be on the applicant that he/she is the only authorized representative to send the entry for the competition. In case of the selection of the film for an award, it will be given to the applicant only. The NCPCR will, in no way, be responsible for any dispute which may arise later. The NCPCR will give the award money through cheque only in the name of the applicant. The award money cheque may be issued in the name of a company or a production house only if it is stated to be so by the applicant in his application form.

The film could be a documentary, dramatization of real stories or a work of fiction, in any technical format, including animation, pertaining to the rights of Children to survival, growth and development, their protection against harm/abuse/exploitation etc. and their participation in policies/issues which involves their interest (for example: child labour, Child trafficking, Child Marriage, Child begging, Child sexual abuse, Superstitious activities and Black magic involving children, use of children in carrying contraband/drugs etc.)

xii) Lodging & boarding: a) The NCPCR will invite only the applicants of the three award winning films to receive the awards in New Delhi at a date to be conveyed in due course. NCPCR will reimburse cost of accommodation and return air fare (Air India economy class), by shortest route from the airport of embarkment and disembarkment. (Limited to Rs. 20,000 or actual whichever is less.)

b) The applicants will be free to make their own arrangements for stay in Delhi, as per their convenience.

c) For reimbursement, production of receipts towards payment for the air tickets (along with boarding passes) hotel/ guest house bills need to be produced.

xiii) How to apply:

a) Duly filled in application form along with requisite documents, DVD of the film and its theme and synopsis kept inside an envelope should reach:

The applicant should write his/her complete postal address, telephone and mobile number as well as e-mail address in the application form.

b) The film DVD should be carefully packed to avoid damage and should clearly mention "Entry for Short Film Competition on Child Rights issues" and sent to the above address.

The NCPCR will not be responsible for damages, if any, to the DVD in transit.

xiv) Mode of dispatch: Entries can be sent by post or submitted by hand at the NCPCR's office. Soft copies by e-mail will also be accepted, but hard copy needs to be sent to NCPCR to reach by the last date.

xv) Last Date: the last date for receipt of entries at the Commission is 13/02/2017. Entries received after this date will not be considered.

xvi) Screening Rights: The NCPCR will have the right to use the selected films for any purpose it deems fit. An undertaking in this regard, as given in the application form, must be duly signed.

xvii) Return Policy: Films which are not selected for the award(s) will not be returned by NCPCR. However, if the applicant wants those back, can collect the same personally from NCPCR office on any working day.

xviii) Invalid entries: Entries, not fulfilling the terms and conditions, as above, will be treated as invalid and may not be considered for the competition.

xix) Results: The results of the competition will be uploaded at the website of the Commission, i.e., www.ncpcr.gov.in
