Established in 1922 as a unitary, teaching and residential University by the Act of the then Central Legislative Assembly, a strong commitment to excellence in teaching, research and social outreach has made the University a role-model and trend setter for other universities. The President of India is the Visitor, the Vice-President is the Chancellor and the Chief Justice of the Supreme Court of India is the Pro-Chancellor of the University. Beginning with three colleges and 750 students, it has grown as one of the largest universities in India with 16 faculties, over 80 academic departments, an equal number of colleges and over seven lakh students. Over 500 programmes offered by the University are approved by Academic and Executive Councils, out of which 209 programmes are being considered for NAAC accreditation purpose. The rest being run in colleges are separately accredited.

The National Testing Agency (NTA) has been entrusted with the conduct of University of Delhi Entrance Examination 2020 for Admissions to Entrance based Postgraduate Courses. The Ministry of Human Resource Development (MHRD), Government of India (GoI) has established National Testing Agency (NTA) as an independent autonomous and self- sustained premier testing organization under Society Registration Act, 1860 for conducting efficient, transparent and international standards tests in order to assess the competency of candidates for admissions to premier higher education institutions.

The objectives of NTA, inter-alia, include:

i. To conduct efficient, transparent and international standard tests in order to assess the competency of candidates for admission.
ii. To undertake research on educational, professional and testing system to identify gaps in the knowledge systems and take steps for bridging them.
iii. To produce and disseminate information and research on education and professional development standards

• An eligible applicant desirous to seek admission to M.Phil./Ph.D. Course(s) of the University of Delhi for the academic session 2020-21 must read the contents of this Bulletin of Information carefully.
• Changes made in any programme after the release of this Bulletin shall become effective from the date it is posted on M.Phil./Ph.D.Admission Portal : http://www.du.ac.in.
• University reserves the right to revise, amend, update, or delete any part of this Bulletin without giving any prior notice. Any change so made shall be updated on the M.Phil./Ph.D. Admission Portal.
• Applicants are responsible for regularly checking the portal for any updates and grievances resulting from lack of reading / consulting this bulletin will not be entertained.

Admission Procedure

1.1.1 Online Registration

i. All the candidates seeking admission to the M.Phil. / Ph.D. Programme are required to egister online.
ii. The admission of the candidates for the M.Phil./Ph.D. Programme is governed by the Ordinance VI dated 9 August 2017 and its subsequent amendments of the University of Delhi [see Annexure-X: Ordinance VI and its amendments: Procedure for Award of Master of Philosophy (M.Phil.) and Doctor of Philosophy (Ph.D.)Degree]

iii. Admission to M. Phil./Ph.D. Programme is through entrance examination, followed by an interview. Applicants seeking admission in M. Phil./Ph.D. programme shall go through― Clause B “Procedure for Admission” of Ordinance VI and its amendments ( point 2 and
3) [Annexure-X: Ordinance VI and its amendments: Procedure for Award of Master of Philosophy (M. Phil.) and Doctor of Philosophy (Ph.D.) Degree] to check if they are exempted from appearing in the Entrance Test. However, interview is mandatory for all
applicants.
iv. An applicant shall provide details of the―Research Proposal on the admission portal for seeking admission in M. Phil./Ph.D. Programmes in certain Departments. Applicant must go through Annexure-IV: Requirement of Research Proposal for admission to M. Phil. Programme in various Departments (for M. Phil) and Annexure-V: Requirement of Research Proposal for admission to Ph.D. Programme in various Departments. (for Ph.D.) to check if the―Research Proposal is mandatory for the applied Programme.
v. A list of M. Phil. and Ph.D. courses offered by various faculties is given in Annexure-I: M. Phil.* offered under the following Faculties and its Departments: and AnnexureII: Ph.D. Offered* under the following Faculties and its Departments:-respectively.

vi. There is a common Web Portal for the centralized registration of candidates seeking admission to the M. Phil./ Ph.D. Programme in the University. Online registration details are available on the following M. Phil./ Ph.D. Programme portal: http://www.du.ac.in
Any first time user, in order to access M. Phil./Ph.D. Admission Portal, need to register on the portal. With a valid e-mail ID the candidate can easily Register and generate login details by clicking on―New User Registration button. • Applicants who do not have a valid e-mail ID must create an e-mail ID before proceeding. • Click Help tab on the Portal to view the Step by Step Instructions to fill the Application Form.

• In the ‘Login details’, every applicant will furnish personal details (as given in applicant‘s certificates), e-mail ID and mobile number (10 digit number without any prefix), which will be used for future correspondence, and will create a password (of maximum six
characters).
• Please ascertain that all the details given in the form are complete and correct, because the same will be used throughout the admission procedure.
A. On successful submission of the required details a confirmation link will be generated on the given e-mail ID, and the applicant would confirm his / her Registration by clicking the link.
B. The applicants need to keep both USERNAME (e-mail ID) and PASSWORD handy because it will be required to access their account on the portal as well as for all the future correspondence throughout the admission process.
C. The applicants need to re-login to the portal using ‘USERNAME’, ‘PASSWORD’ or ‘MOBILE NUMBER’ and ‘OTP’ and complete the Application Form. Applicants need to upload the following items:
• His / her Passport size Photograph (maximum size: 50 KB; Formats: JPG / JPEG / PNG)
• His / her Scanned Signature (maximum size: 50 KB; Formats: JPG / JPEG /PNG)
D. The applicants also need to furnish their Identity Proof, and need to upload the scanned copy of the same. This can be any one of the following documents: Aadhaar Card (with photograph) / Voter‘s Identity Card / PAN Card / Passport / Driving License/Ration Card (with photograph)
E. The uploaded files can be checked and, if required, can be replaced before submission. Once all the above-mentioned files are duly uploaded, the applicant can proceed with ―Submit My Profile.
F. The applicant can save his/ her inputs by clicking ―Save Application and check the details filled in the form.
G. After furnishing all the required details and documents, the applicant can proceed with any one of the three options available at the bottom of the page: ‘EDIT’, ‘PAY FEE’ & ‘MYHOME’.
H. The Application Fee can be paid through any one of the available online payment options: Net Banking, Debit Card, Credit Card, and UPI.
I. The application will be considered complete only after the realization of online payment
J. For any query related to the admission procedure, the applicants are advised to first check the FAQs; and if not satisfied, they can contact the concerned Department.2
K. Applicant shall now choose the Ph.D. or M.Phil. Programme for which the applicant seeks to apply. Major areas of research offered by various Departments are listed in. For further details, an applicant may go through the Departments‘ websites given in Section7.
L. Once the option of Ph.D. or M.Phil. is filled, the applicant can proceed with the online registration by clicking―Apply.Applicant shall provide educational details

M. Applicant seeking admission to Ph.D. courses with approved scholarship/fellowship, shall provide the details of the financial support to pursue the course. For details applicants shall go through Clause C “Eligibility Criteria” of the Ordinance VI and its amendments (point 4, 5 and 6)[see Annexure- XI: Ordinance VI and its amendments: Procedure for Award of Master of Philosophy (M.Phil.) and Doctor of Philosophy (Ph.D.) Degree]

N. Applicants shall go through―Clause B “Procedure for Admission”of the Ordinance VI and its amendments (point 2 and 3) [see Annexure-XI: Ordinance VI and its amendments: Procedure for Award of Master of Philosophy (M.Phil.) and Doctor of Philosophy (Ph.D.) Degree] to check if they are exempted from appearing in the Entrance Test.
O. As mentioned above, applicant must go through Annexure-IV: Requirement of Research Proposal for admission to M. Phil. Programme in various Departments and Annexure-V: Requirement of Research Proposal for admission to Ph.D. Programme in various
Departments to check if the ―Research Proposal is mandatory for the applied Programme or not.
P. In case the―ResearchProposal is mandatory for the applied M. Phil./Ph.D. programme, an applicant needs to provide the following details:
i. Your proposed theme and scope of research for M. Phil./Ph.D.
ii. What are the major writings in the field in which you would like to pursue your
M. Phil./Ph.D.? If you have made any original contributions in the field of proposed research then mention it.
iii. Primary sources/field work, methodology, hypothesis /research, questions and issues in the proposed field of interest (approx. 2500words).
iv. Past Research Experience, Publications (if any)
v. Additional Information
Q. It may be noted that an applicant cannot proceed further leaving the above mentioned entries blank. Thus, even if ―Research Proposal is not mandatory for the applied M. Phil./Ph.D. programme, an applicant may write ―Not Applicable in these entries to proceed
further or otherwise, an applicant may still provide these details.

R. Applicant shall also provide the Last/Current employment details, if any.
S. An applicant has a choice to appear in the written examination in one of the cities listed in Section 1.2.2.
T. Applicant shall click the Save Application and proceed to check the details filled in the form.
U. There are three options available at the bottom of the page, which are: ‘Click to Modify Application’, ‘Pay Fee’ & ‘My Home’. After providing complete information, applicant shall proceed with the fee payment by clicking Pay Fee‘.
V. Application submission process shall be completed only after payment of the online registration fee.
W. Candidates desirous of applying in M.Phil. and Ph.D. Programmes of the Department,requires to fill only single registration form.
X. In case a candidate wishes to apply in more than one Programme (in same or different Departments) then also the candidate shall fill separate registration form for each Programme. It may be noted that same Login details shall be used for all the registration
forms filled by the candidate. Candidate shall be required to pay separate registration fee for applying to each Course.
Y. For any query related to the admission process, candidate may first check the FAQs (Section 8). Candidate may also contact the concerned Department.

Eligibility Criteria

The criteria for qualifying examination for each of the M. Phil and Ph.D. Programme is given in Annexure-VI: Eligibility conditions for admission to M. Phil. Programme and Annexure-VII: Eligibility conditions for admission to Ph.D. Programme respectively

Equivalence Criteria

The Departments/Centres of the University may ask the candidates concerned, wherever necessary, to get recognition/equivalence of their degrees/ diplomas/ certificates authenticatedfrom the Association of Indian Universities /University Grants Commission/AICTE/Councilof Boards of School Education in India (COBSE) on his/her own for the purpose of admissionin the Department/Centre. Further, the cases of equivalence of degrees / certificates / diplomamay then be put up before the University Authorities for further consideration andconfirmation. However, the Certificates / Diplomas/ Degrees already recognized/equated bythe University may not be referred for further verification.

2.3 Relaxations /Concessions

• The candidates belonging to the categories under reservation shall be chargedentrance examination fee at concessional rates.

• The candidates belonging to the categories under reservation shall have 5%relaxation in the minimum marks requirement in the eligibility criterion foradmission to M. Phil./Ph.D. Programmes.

2.4 Reservations

• Reservation to the prescribed extent shall apply in compliance with the rules notified by the University.
• Supernumerary seats shall be available as per the University rules.

3.General Information

i. Departments/Centers reserve the right not to fill up the vacant seats of the M.Phil./Ph.D. programmes in case of non-availability of suitable candidate.

ii. Admission of the candidates for M. Phil./Ph.D. programme is based on their suitability to specific specializations and also subject to fulfilling all other conditions laid downin the respective Ordinances of the University of Delhi.
iii. For the list of allied subjects, the applicants may visit the website of the department.
iv. The merit list for the unreserved category seats will comprise all the candidates in theorder of merit including candidates under reserved category, if they come in theunreserved merit. A candidate under reserved category, who figures in the unreserved
merit list, is entitled to be considered for admission under the unreserved category.Admission to open category seats will be strictly in the order of merit withoutexcluding candidates belonging to reserved category.
v. The Departments shall get the relevant certificates submitted for availing the benefit of reservation verified from the respective issuing authorities.
